The Enprotex foundation is an organization of (public) procurement organizations and individuals active in the (public) procurement of protective textiles and PPE. Due to the end of the Enprotex project the Foundation started.

Objectives of the Enprotex Foundation

The Enprotex Foundation has the intention to become an important connector between EU-funded R&D and public procurement organisations. The foundation will be the connector between industry and public procurers.

The main focus of the Foundation is on issues related to the procurement of protective clothing for workers in the public sector like fire fighters, policemen and medical rescue personnel, and issues related to public procurement processes (innovations, best practices, exchange of information).

The headline objective of the ENPROTEX project is to play a significant role in overcoming the current barriers that exist to innovation within the European public procurement arena in the field of protective textiles.

 

This major objective will use a number of methodologies including; establishing and sustaining a specialised platform of European Network of Public Procurement Organisations in order to overcome existing barriers; develop cooperation amongst public procurers, encourage innovation and provide an interface with both end users and manufacturers.

 

In particular, the project will aim to provide industry with forward commitments for the procurement of PPE products in order to encourage industry (including small and medium sized enterprises (SMEs) and by using existing associations and trade bodies) to develop innovation in protective textiles.

 

Members of the ENPROTEX consortia will additionally liaise with end users to better allow identification of their needs and allow more meaningful and useful engagement with both research organisations and industry in order to bring innovative products providing enhanced end user safety to the market.

 

Common deliverables such as technical specifications and procurement strategies and protocols will also be developed as will a communications portal allowing ready exchange of information.

 

The project will contribute to wider Lead Market Initiatives by assisting to meet the Commission's Enterprise and Industry programme by, for example, improving innovation and proposals for sustaining the work of ENPROTEX beyond its initial term.

Activities Foundation

The Enprotex Foundation plans to organize the following activities on a regular basis:   A round table meeting with public procurers. In order to meet public procurers in every part of Europe the Enprotex Foundation plans to have “regional” meetings, mostly combined with relevant fairs, exhibitions and congresses. Participation in fairs and exhibitions to make the Enprotex Foundation known to a broader public and to disseminate the results of Enprotex and its members. A first appearance of the Enprotex Foundation is envisaged at the Infopol in Kortrijk (B) which takes place May 28-30, 2013 (see also: http://www.infopol.be/cpage.php?ItemID=1&Lang=EN ) A networking conference as the official launch of the Enprotex Foundation. This conference is scheduled to take place in Amsterdam. Besides the 3rd Enprotex conference will be organized in December 2013 and will take place in Brussels. The 4th Enprotex conference might be organized in cooperation with Euratex / The Lead market initiative on protective textiles in 2014. To publish twice a year a magazine on relevant developments in public procurement and protective textiles, combined with interviews with public procurers on best practices and PPE-producers on innovative products. Other subjects in the magazine might be: Information on new procurement methods Information on technological developments (can be accompanied by sponsored adds) New calls for proposal in the Horizon 2020 program, relevant for public procurers EU-Standards with respect to protective clothing and PPE Introduction of new members; short profiles End-users opinion on procured products (what is good and what should be done better next time) Information on running projects, especially PCP-projects like Smart@Fire and outcomes of research projects like Prospie (www.prospie.eu) An agenda with information on fairs, exhibitions and congresses (including the Enprotex meetings)   To publish relevant tenders on the Enprotex Website (this is a continuation of this work in the Enprotex Project). Public procurers will have the opportunity to ask for relevant tender documents and the industry will be informed on current procurement projects. Organize a blog on the website as a discussion forum. The board of the Enprotex Foundation as well as the members will be able to start discussions on tender procedures and ask questions with respect to innovative solutions, product available on the market, available expertise, … At the end of each year an activities report as well as a financial report will be drawn up in order to justify the expenditures.
